The contents of this website have not yet been authorized by the Victor Landowners Association Board of Directors. The information contained on the website is a review of materials presented at recent informational meetings along with letters mailed to Victor landowners regarding property and development rights.The EPOD proposal is an actual copy of the draft proposal presented at the Conservation Board workshop on September 20, 2005.
This website is intended to be used by landowners to obtain information on their rights as landowners. It is also intended to inform landowners of any government action that will infringe on those rights. We will be including links to other websites, e-mail updates, meeting schedules and articles on Development Rights, Property Rights, Incentive Zoning, Purchasing of Development Rights and other forms of compensation to landowners.
We are not alone in our effort to curtail the use of restrictive government regulations without compensation. In Oregon, the voters passed "Measure 37" a statewide initiative that protects landowners from a reduction of fair market value of their property, due to government regulations or restrictions without compensation. While "Measure 37" is facing legal challenges in the courts, it demonstrates the existance of a national movement to protect landowners from the taking of property rights without just compensation. While we are concentrating our efforts at the local level in Victor, it is clear that this is a national problem.
We are an Association of Victor Landowners. For the purposes of this Association a Victor Landowner is defined as "any person or entity owning developable land in the Town of Victor." The purpose of this Association is to protect the value of land in Victor. We are concerned that increasing government regulation and restrictive zoning practices are eroding the land values in Victor. We are concerned that there are few options for compensation available to landowners for lost property and development rights.
